What are ITOs?


An Industry Training Organisation or ITO is a group of industry representatives who work in partnership with the National Training Agency to develop, validate and publish national occupational standards for their occupation or sector.

Role of ITOs


  • Determine current and future training needs.

  • Develop, review and implement standards for the sector, industry or occupation.

  • Promote employer's investment in people as pivotal to improved business performance.

  • Provide a forum for the exchange of views between sector and government on national technical and vocational education and training issues.

The establishment of an ITO will allow employers and a wide cross-section of individuals in the sector to work together to develop occupational standards which will be nationally validated.

International standards may be adopted and in some cases adapted to fit the needs of the local industry. The occupational standards will then serve as a basis for developing curricula for training programmes and enhancing workplace performance.

To be recognised as an ITO, existing associations which represent sectors or occupational groups must meet specific criteria. They must, for example, include representatives of:

  • a wide cross-section of firms of varying sizes within the sector;

  • the trade union/workers' association for the sector;

  • the professional body which represents the sector;

  • any research and development organisations in the sector.

At present, ITOs exist for the following sectors and industries in Trinidad and Tobago:

ITOs for the Construction and Information Technology Sectors will be established by the end of the year 2000.
